How to tell what bit my cat

I have a 4 year old female cat and she is constantly scratching herself. She does this mostly on her head and neck. She does not appear to be itchy at all when I check her up close. I have noticed that if I use a flea comb to check her she will scratch herself much more when I do this. I was told that it could be fleas but I am sure she is not allergic to anything. I do not want to use any medication on her as she is still young and I would hate to have her become allergic to something. She has never been outside, so there is no fleas that I can see.
